We have released the second stage preview of NCC 2022.

Development of the 2022 edition of the NCC was split into two stages.  

We published the first stage of NCC 2022 on 9 May 2022, but left the energy efficiency and condensation management provisions blank while we finalised those parts.

These new measures have now been agreed to by Building Ministers, so now we’re releasing them as a second stage preview of NCC 2022.

NCC 2022 Transition Arrangements

NCC 2022 will be adopted by states and territories on 1 May 2023.

Noting the pressures experienced in recent times by industry, Building Ministers have also agreed to transitional arrangements for the following specific requirements:

  • New livable housing requirements commence 1 October 2023
  • New energy efficiency and condensation mitigation requirements commence 1 October 2023
  • New lead free plumbing product requirements commence 1 September 2025.

The transitional arrangements will allow practitioners to continue using the relevant provisions of NCC 2019 until the end of the relevant transition period.

NCC 2022 will be available from 1 October 2022, for those who wish to use the new provisions. This will also allow industry to adjust to the new requirements and structure prior to it becoming mandatory.

NCC Online will be updated to reflect the 2022 edition as of 1 October 2022, with PDF’s of all volumes available for download from ncc.abcb.gov.au. Printed copies will also become available for purchase from our commercial providers.

Will there be exemptions or variations made to the NCC 2022?

Each jurisdiction will bring the NCC 2022 into effect using their own regulatory regimes. Some jurisdictions may choose to expand, remove or vary specific requirements.

The ABCB is working with each State and Territory to finalise what variations they intend to make to NCC 2022, for reference and inclusion in the final publication on 1 October 2022.

Adoption of the NCC is determined by state and territory building administrations.  As such, we recommend you check with your jurisdiction’s building authority for local advice on transitional provisions.

When will the updated energy rating tools be ready?

An updated version of the NatHERS benchmark software (AccuRate) will be available from early September, with more tools expected to be accredited in the coming months.

Corrigendum to NCC 2019 and NCC 2019 Amendment 1

The ABCB has issued a new corrigendum confirming the concession extension continues until 1 May 2023, when NCC 2019 Amendment 1 is superseded by NCC 2022.
