Nominations for QBC Board
Background
Expressions of interest are being sought from suitably qualified and experienced persons for appointment to the Queensland Building and Construction Board (QBC Board) to fill seven Board member positions (including the Chairperson and Deputy Chairperson), which are due to become vacant on 30 November 2022. Those interested must have a commitment to excellence in the building and construction industry, along with the relevant skills and expertise to contribute to the robust governance of the Queensland Building and Construction Commission (the QBCC).
The QBCC is a statutory authority, established under the Queensland Building and Construction Commission Act 1991 (QBCC Act). The QBC Board is established under the QBCC Act, as the governing body of the QBCC.
Board terms are for a period of no more than three years and are subject to Governor in Council consideration. Successful applicants will be required to complete the Appointment to government body Personal particulars form, will be subject to relevant background checks and are required to disclose any perceived or actual conflicts of interests as part of the EOI process.
In accordance with s11 of the QBCC Act, the QBC Board's functions include:
- Deciding the strategies and the operational, administrative, and financial policies to be followed by the commission
- Ensuring the QBCC performs its functions and exercises its powers in a proper, effective, and efficient way
- Providing strategic guidance and leadership to the Commissioner and to the Services Trades Council
- Establishing the strategic direction for the QBCC
- Advising the Minister on issues affecting the building industry, consumers, the administration of the QBCC Act and the administration of the QBCC
- Advising the Minister about unfair or unconscionable trading practices affecting security of payments to contractors and subcontractors
- Consulting the building industry and consumers and advancing their interests consistently with the objects of the Act.
Selection criteria
In selecting the candidates, consideration will be given to the Board composition along with the appropriate skill and diversity balance.
The following criteria will be considered:
- Demonstrated capacity to set strategic direction/provide leadership in relation to matters pertaining to the building and construction industry
- Demonstrated understanding of issues affecting the provision, management, and maintenance of licensing of the building and construction industry in Queensland
- Previous Board experience is highly desirable, along with a strong business acumen.
- Qualifications and expertise in areas such as:
- Building and construction
- Finance
- Corporate governance and risk
- Insurance, including knowledge and experience in the reinsurance market
- Consumer advocacy and awareness
- Public sector governance, including administration and enforcement of laws
- Capacity to commit sufficient time to actively participate in activities of the Board (i.e. meetings and out of session workshops as required)
- Women and people who identify as Aboriginal and/or Torres Strait Islander or have a disability are strongly encouraged to apply.
The incoming Board will need to be appropriately skilled and qualified to perform its statutory functions. A matrix of necessary skills has been developed, and applicants will be assessed against this matrix prior to appointment.
Remuneration
Members are entitled to be paid remuneration at Governance Level 2 as set out in the Queensland Government Remuneration procedures for part-time chairs and members of the Queensland Government Bodies. The Board Chair is remunerated at $50,000 per annum. The Deputy-Chair and other members are remunerated at $25,000 per annum.
The Chairperson and eligible members may also be paid necessary and reasonable expenses incurred while travelling on business and attending meetings in connection with the functions of the Board in accordance with the following arrangements:
- economy class air travel is to be used
- motor vehicle allowances as varied from time to time
- domestic travelling and relieving expenses as varied from time to time.

- Any other supporting documents, including certified copies of relevant qualifications.
