Queensland’s energy transformation will drive investment generating new jobs and opportunities for workers and communities.
As our electricity generation mix changes, we will support communities and workers to become partners in this energy transformation.
Together, we will capture new opportunities for local economies and create secure, ongoing jobs. The Queensland Energy and Jobs Plan will support workers by:
- implementing a Job Security Guarantee
- delivering a Future Energy Workforce Roadmap
- establishing two new regional transmission and training hubs
- appointing a Queensland Renewable Energy Jobs Advocate.
Queensland Energy Workers' Charter
The Queensland Energy Workers' Charter (PDF, 1002.31 KB) is an agreement that creates an enduring framework to support and provide confidence to workers through the energy transformation. The Charter includes unions, employers and government and sets out principles and actions to support workers.
Interim Energy Industry Council
The Queensland Energy and Jobs Plan commits to the establishment of a new Energy Industry Council to provide advice to Government on new opportunities and pathways for workers and their communities. This includes providing input into key actions under the Plan, such as Government’s commitment to a Job Security Guarantee.
The Energy Industry Council will have tripartite representation – unions, publicly owned energy businesses and government – reflective of the Queensland Energy Workers’ Charter. An Interim Energy Industry Council has been established while legislation is being prepared to formally establish the Energy Industry Council. The Interim Energy Industry Council has agreed to prepare and share a communique of the key discussion points from each meeting.

Future Skills Gap Analysis – Renewable Energy Sector
The Department of Energy and Public works commissioned PwC Australia to analyse the future skills requirements for the Queensland renewable energy workforce – the Future Skills Gap Analysis Report (PDF, 622.09 KB).
This report identified the future skills requirements for Queensland’s renewable energy sector, including workers across the manufacturing, construction, and maintenance sectors over three-time horizons – immediate (2022), medium (to 2032) and long-term (beyond 2032 to 2050). It also looked at energy industry and workforce trends, and key challenges, opportunities and enablers for Queensland to meet the future workforce needs.
Regional Energy Transformation Partnerships Framework
Under the Queensland Energy and Jobs Plan, the Queensland Government will partner with industries and communities to maximise the benefits from the energy transformation and drive regional economic opportunities.
Consultation on the draft Regional Energy Transformation Partnerships Framework has now closed.
As a key pillar of the Plan, the draft Regional Energy Transformation Partnerships Framework consultation gave Queenslanders the opportunity to have their say on how best to maximise benefits for their communities, including delivering on regional opportunities as part of the energy transformation.
The draft Regional Energy Transformation Partnerships Framework (PDF, 4241.34 KB) (Partnerships Framework) sets out principles for:
- partnering with community, local government, First Nations peoples and industry
- delivering improved community outcomes from government initiatives and investment
- encouraging best practice from private investment into clean energy infrastructure.
